Border Wall

Less than a month after Congress gave him nearly $1.4 billion to construct the border wall, President Trump announced he plans to divert an additional $7.2 billion from the Pentagon to build the wall. (Congress failed to include any prohibitions on such transfers in the spending bill it passed last month, so the diversion was expected since Trump “reprogrammed” $6.7 billion from the military and Treasury Department in 2019, as documented in this report.) The planned diversions will give Trump a total of $18.4 billion for the wall since taking office—more than enough to wall off the entire southern border of California, Arizona and New Mexico, and much, if not all, of Texas.
